“"A big 'thank you' to everyone who took part in this consultation - your feedback helps us understand local experiences of anti-social behaviour and whether the additional PSPO conditions would be an appropriate and proportionate response. I look forward to hearing any comments and recommendations arising from the committee meeting."

The City of York Council's People Scrutiny Committee is set to review a proposal to extend the existing alcohol-related public space protection order (PSPO) in the city centre on 26 October 2026.
The review is based on the results of a recent public consultation held in August and September 2026. Over 500 people responded, alongside in-person sessions with various stakeholders, including those working with or experiencing homelessness. The findings indicate a strong belief among respondents that the behaviours targeted by the proposed new powers significantly harm the city centre, and a high level of support for further PSPO controls.
A report highlights that the "dominant narrative is that residents, visitors and many businesses observe rising anti-social behaviour and increased street drinking, experience growing intimidation and reduced feelings of safety and fear damage to York’s reputation as a family friendly destination." While support was strong, some respondents raised concerns about criminalising homelessness, displacing problems, the need for visible and well-resourced enforcement, and disproportionate impacts on vulnerable groups.
In response to these concerns, the Human Rights and Equalities Impact Assessment has been revised. The proposed new order would maintain the existing geographical area of the City Centre PSPO but adopt a new three-year term. It would duplicate the current alcohol condition from the 2025 City Centre PSPO and add further conditions targeting identified behaviours.
Following the People Scrutiny meeting, a final decision on the proposals is scheduled to be made by the Council's Executive on 3 November 2026.
