The six-week period represents the final opportunity for individuals and groups to submit formal written or electronic representations on the Pre-Submission Local Plan before it is forwarded for independent examination. The deadline for these submissions is 11:59pm on Thursday 12 November 2026.
This Regulation 19 publication stage specifically assesses the legal compliance and soundness of the Pre-Submission Draft Local Plan. Representations should focus on whether the Plan adheres to relevant legal and procedural requirements, and if it is positively prepared, justified, effective, and consistent with national planning policy.
The review of the Local Plan commenced several years ago. The submission timetable has been adjusted due to changes in the Government's National Planning Policy Framework, which includes a mandated annual house-building target of 621 units.
Residents and stakeholders can access further information about the draft Plan and engage with council officers at public drop-in sessions. Two additional events have been scheduled for Healing and Laceby.
All representations received by the deadline will be submitted alongside the Local Plan and will be considered during the independent examination process. Publication documents, event details, and response forms are available on the Council’s website at www.nelincs.gov.uk/local-plan-review. For those preferring to participate offline, written responses can be sent to: Spatial Planning, c/o Municipal Offices, Town Hall Square, Grimsby, DN31 1HU. Paper copies of the Local Plan are also available for viewing at libraries across the Borough during their standard opening hours.
